Scope the leads on the IR rcvr. All should be DC, clean. One will be ground, one 5v dc and the output. If you see any p-p waveform on any of the leads, then you have either defective solder connections or corrupted tac switches in the control ckt. When receiving a signal from the remote, you will have apx 5v p-p (clean pulses) on the data line. If you have a lot of 'trash', along with the remote signal, then you MAY have defective connections (h-v ckt), (key-board ckt) or corrupted tac switches on the key-board. One 'strange' item that will STOP remote operation, is the 'earth' lamps, some flourescent lights and most ALL flourescent screw-in lamps. But, all of these will show up as trash on the rmt rcvr data line.
