[TechAssist] Zenith B25A24Z (9-2066-3) open FX3402 caused no +5V stby, other?

This unit was dead.Storm she claims.
Plug in and hear the typical "chirp" of the SMPS. Had +135V at HOT 
collector in stby. No power on or click because no +5V standby volts 
found. I located an open B+ fuse soldered in next to the SMPS 
transformer.FX3402 (3.0amp GMA).
Replacing it restored my +5V standby, and normal TV operation.
My question is, do these ever open with no other damages?
Is there any histories on this?
