[TechAssist] TA Sony kv27fs120 no remote control operation

There must be something obvious I am overlooking here.
Sony KV27FS120
Does not respond to remote control, front panel switches ok. Menus
intermittently appear.
IR data is visible on the micro pin 70 SIRCS.
Changed IR receiver.
No help.
Removed all front panel switches.
No help.
Changed micro.
No help.
On the micro, pin 42, 3.3v supply measures 3.1V. The voltage chart says
it should be 3.3. L007 is where the voltage drop is occurring, 3.3 on
the input, 3.1 on the output. I swapped coils l007 and L008 to see if 7
was breaking down under load. No change.
