[TechAssist] Sony KV32s20 No video or OSD, sound ok. Red light blinks continuously.

I have a Sony KV32s20. No video or OSD but sound is ok. Red light blinks 
continuously. I have a good 135v. I suspect a problem with 9v because it is a 
little low, 8.3v. 
 
When power is on I have 135v on pins 1,2, and 4 of fly. Pins 5-10 are 0 v and 
pin 11 is 7 v.
