[TechAssist] Sony KV-27S42 Has High Voltage but nothing else

When plugged into ac set turns on by it'self after
about 15 seconds.
It will NOT turn off or on with the power button.
Turning the screen control up reveals a thin
horizontal line(complete vertical collapse).
This line does not go completely across the screen.
It's about 2" short on right and left.
Tried turning sound up(antenna attached), and hear
nothing.
The LED is NOT blinking at all.
