as strange as it might seem, is it tuning the correct intervals and RF range? If memory serves, some of those got corrupted eeprom setting that would kick it into 'japanese mode'. Their interchannel separation and range is a little different, thus an off-tuned unit would only be able to receive the strongest signals.
