I'm guessing that SMEC stands for surface  mount electrolytic caps.

I've changed all the surface mount caps on the hybrid board which repaired a
no video problem when playing an SVHS tape.  I would like to fix this VCR as
it is a high quality one!  Oh well.  By the way the wiggly lines show up
only on cable or satellite input with printing.  Does make picture 'busier'
with movement.  Thanks.
