[TechAssist] Sanyo DS25320 pulsates

I replaced the HOT in this set now it just clicks on and off. Have checked
all supplies and they seem to all come up. The timing is 11.5ms and the load
tests say no load.Has anyone run into this before that can direct me in the
right direction.
