That was more true on the earlier CTC17X chassis due to the "tuner problem" than the CTC187a series that doesn't seem ro develop that failure. My bet is that the EEPROM won't fix this set. Also I'm not too sure about U3101-5 (KD1 pin), schematic says voltage should be 0V; I'm reading 5V off the pin (disconnected from the PCB). I can see how the panel button matrix works for CH UP, CH DN and MENU but I can't make sense of POWER, VOL UP and VOL DN. How does U3101-5 (KD1 pin) work for those buttons that don't seem to work?
