[TechAssist] RCA P46733AT PTK178LA horz arcing in picture

This set came in with intermittent shut down fixed that by soldering several
loose connections now I see especially when words are on the picture some
horizontal tearing or arcing in the entire picture. Looks like the entire
picture has the jitters. I saw some notes on C4803 but I have no idea what
the value of it is or if it is even related to the problem. Has anyone seen
this before?
