With 98K to ground you have no shorts.  C1622 and C7411 should be ok (I've 
never seen an NPO cap fail).  If you used an 8 pin DIP socket to install the 
IC check it is seated properly.  Is there any data/clock pulses present on 
pins 5 & 6?

Jerry, resistance is 98K pin 6 to ground or across R3204, I can`t find C1622 
or
C7411
