Phil,
In your Tech Repair CD, double click the 'model' field and type "!ctc169+flash".
The !, says to look in ALL fields.
I found this a couple times:
RCA\CTC169\PICTURE FLASHES INTERMITTENTLY\\\\REPLACE C1407 IN VIDEO\\\\\\\\

This is the 35" TV I replaced the scan caps, shorted HOT, SMPS lytics in.
Afterwards I test run it on cable a day or so.
I notice an ever so slight erratic "flash", or variation in the video of 
the recieved station.
I'm "anal" I know, about these things, but is there any known issues 
with this type of thing?
Vague I agree. Just a shot here.
