[TechAssist] RCA ATC-113ca1 chassis - F36450 slow shut down

the set had bad flyback and HOT and FET SMP transistor.
set now plays fine but when turned off it pulses 3 times like
trying to start, about every 3 seconds, 3 times. it will not
restart if button is pushed until the 3 pulses are finished.
then it is off, ready to restart if button is pushed again..
is this passably normal operation?
