[TechAssist] RCA 36v430t no power

I have a RCA 36v430t with no power, power supply is not running. I can
hear the switchmode transformer buzzing. Only have RAW B+. The green
LED light would come on before, now its dead as well. Cant find
anything shorted. 21v source reads 2v no 5v .
Any suggestions appreciated
