Walter, I pulled & Ohmed R406 & R402 because I only have 2.3v on 
 Collector of Q404, they
both check good so something further along is pulling my supply down, 
only have 1.2v on Q410`s
emitter, 1.8 on base and 2.3 on collector. No 5 v line= no relay click, 
I`ll keep looking,
