Yes, if you reload a computer with it's manufacturer's original system recovery disk, the result will be that your system will be in the state it was when it was brand new. All your personal files will be gone and all your Windows settings will be as the sytem was when it was new. If you reload Windows Me from a Windows Me install CD (not the recovery CD), then it will just overwrite the Windows files and leave all the installed programs and personal files alone. You might be able to find the windows install files within the recovery CD, or maybe not. If you can find them, copy the install files to a directory on your hard drive and call the directory "winstall" or whatever. Then boot up in DOS and enter: c:\winstall\setup.exe There is always the chance of something getting corrupted, so best to backup before restoring.
