[TechAssist] No Vol control Panasonic CT13R38SG

When vol up or down are pressed on this TV the osd line indicates but the
cursor only blinks 33and the volume level doesn't change. I replaced the Audio
out IC but nothing changed. Any suggestions? Thanks
