[TechAssist] Missing PCB? Panasonic ct-36hl43g AP410

Came in from other shop, dead.
Have standby 9 and 16 volts only no relay click or lights.
In the center of the signal pcb (left side tech view) are 3 PC mounted
connectors A21-A22 & A23 also two stand-offs. Is this unit missing a board?
No SM need info and part #.
Note: unit does have DVI pcb and SMPS pcb also delf. TIA
