I don't think it's the vertical chip, some voltages seem to be very hi, like that 52V on pin 3, Is there any resistor on the yoke return?, also check diodes or zeners in vertical circuit. Getting into the SAM menu lets me adust the ver-shift parameter from 0 to 63 with 63 being the best but the picture is still too high. The pix does move as I adjust it and the height appears good. The vertical output (STV9379F) has the following DC voltages: 1 +0.6v 2 +12v 3 +52v 4 -13v 5 +1.2v 6 +12v 7 +0.6 I do not have a service manual or a new output chip.
