They should ban not paying attention to driving while driving.  Before cell
phones it was reading the newspaper, applying makeup, combing hair, eating,
fighting with spouse, reaching into the back seat to beat the kids. The
problem with cell phones is that some people get so engrossed with the topic
that they dont even know that they are driving. Maybe they could come up
with some sort of test to alert people that they have a deficiency and put
that on the license as a restriction just like they do with people that have
to wear glasses.
As far as hands free units go, I have an acquaintance who is a salesman and
is sort of excitable. He almost had a nasty accident while driving and
talking on a cell phone so he had a hands free system installed. He said he
almost had another accident while using that and realized that he just had
to pull over when using the phone.
