I basically searched JVC vertical fixes:
 AV-3590S,Vertical FIX
I've been away from shop for several days just now getting back to this JVC
6" wide expand at top of screen. AL marquate hit on the head it was the D421
coming off of flyback, also replaced C423 100mfd,  (high esr) thanks to all
that replied.

 AV-27920 27" TV, no vertical, FIX
Black screen,turn up G2, just a line (no vert. deflection). Replaced the
vert output IC421 (LA7832). Powered up and instantly smoked
(literally)the IC.
Further investigation found shorted zener diode D422 (75Volt,#
MTZJ75-T2),weak capacitor C425 (470@35V) and C424 (100@35V) to cure the
final symptom, retrace and top fold over.
Remember to always test this zener (near the IC)for shorts, as this will
destroy your new IC421.
