If you do not get a voltage to the VCC pin on the motor
chip, then that's your problem. Often they put a small
value resistor in line to the VCC going to that chip. It is
a fusible type and will sometimes open. If no VCC (usually 12v)
is not on any pin of the chip,then
it's either the resistor or power supply 
or connections in between.

Changed the motor driver IC (BA6209 type) but nothing changed.
Do not get voltage to load motor.
About to blame micro and bag it unless someone has another idea.
