The final fix was power supply diode CR3432 ( 344-00 on part) was
shorted.Don't know actual equivalent number,as there were many of the
same on another salvage board. I'll note for future reference this diode
will not cause a short condition,but shuts down the SMPS and no chirp
when plugged in. Easy to overlook with all the low ohm resistors near
by.Thought I was reading across one when I measured that very diode
earlier.
