Thanks to Bob Waterman @ Gemini and Robert @ H&H Electronics for sending
the service manual.
It is a Samsung TV.
Found a bad regulator IC803, AN1431T, Samsung p/n 1203-001217. That's
the same type used in many VCR power supplies.
Replaced IC803. Good to go.
