A few years ago I had that problem and it turned out to be McAfee virus
scan was continuously scanning every little animated GIF on web pages
and thus slowing the computer down. Never had this problem with Norotn
AV though. Just to try it, disable your Norton AV or disable animated
GIFs on web pages.
