[TCUG] Traffic Signal backing boards

In connection with a city centre development I am being asked to install
a set of signals without white backing board strips. Para 46 of the
Traffic Signs General Directions indicates that a white border may be
provided on traffic signals but is not mandatory. Is anyone aware of any
legal implications of not providing them?
