[TCUG] Revert to red for pedestrian crossings

Just to clear a couple of questions that have arisen from earlier
correspondence:

1. there are regulations that make reverting to the green man illegal,
but not all nicely placed in one document. However, signal control
equipment has to be type approved to TR2210 which gives a maximum time
allowed for the green man, after which it must move on to the next
stage. This in effect makes it mandatory.

2. the issue that I described earlier today was for 'mid-block'
crossings (ie pelicans and puffins) and not junctions. When considering
junctions I imagine each case would have to be judged on its own merits
although 1 above will still apply.

3. at the risk of being accused of promoting TRL 'products' (which is
not my motivation for saying this), MOVA works very well at mid-block
crossings, for pedestrians as well as vehicles, and for safety (albeit
not proven) as well as delay. Try it, you might like it!
