As Fiona says, it is in the regs. The issue has been raised with DfT on
several occasions, so far without changes in the Portable Signals spec.

Subject: [TCUG] Portable signals with ped heads

Can anyone tell me if and where it is written that the use of Pedestrian
heads with portable signals is forbidden. I have an upcoming issue with one
of my clients who usually requires to see everything in writing!
