Graham, This was discussed briefly at the TCUG meeting last week. In the introduction to the document, it indicates that the intention is to help less experienced staff identify sites for more experienced engineers to then look at in detail; the objective being to concentrate effort where it's most needed. It's not intended to by-pass the CoP in terms of competency. The document is currently out for comments with EITAC members, but I can email a copy to you if you would like.
