Graham,

This was discussed briefly at the TCUG meeting last week. In the
introduction to the document, it indicates that the  intention is to
help less experienced staff identify sites for more experienced
engineers to then look at in detail; the objective being to concentrate
effort where it's most needed. It's not intended to by-pass the CoP in
terms of competency.

The document is currently out for comments with EITAC members, but I can
email a copy to you if you would like.

I have heard a rumour that it currently out consultation so my question
is, has anyone in the signals community had sight of it ?

I understand that it is outlining a method by which people with little
or no experience of signalling can carry out assessments of signal
installations to arrive at a measure of the their efficiency.
