Surely the limiting factor in providing a good ELI reading on long 
cable runs is the resistance of the phase conductor, R1,(normally 1 or 
1.5mm)and not the cable armouring as the csa of this is far greater 
than the phase conductor. Their will also be parallel earth paths 
further reducing the resistance of R2.
