[TCUG] Controller time adjustments

A recent "fault" has highlighted a potential problem with the end of British
Summertime in that this occurs this year at the end of week 44 not week 43
as is usually the case. So all controllers that are set up and then left
will be out of synch by an hour for a week. Hope this gives sufficient
advance warning for those who (like us) hadn't appreciated this change.
