Mark,

We debated this matter over the years but agreed that there is a danger
of setting a precedent. If you apply such to one site, you could have a
very difficult argument trying to justify why you didn't apply it to all
sites. Also, it raises the importance of the safety aspect of signals
when in fact, they are mainly to control traffic to improve flow but
obviously have safety factors built in.

Failures happen, and when they do, the courts appear more concerned
with whether or not you have a reasonable system in place. We do, we
have a 3 hour response time for urgent faults and contact the Utility
company for mains fail. However, they do not respond to response times
as such but will give priority normally.

Until all sites are very low voltage and a battery back-up can be
provided... topped up with solar power maybe, I can't see how any
alternative system could be implemented 'reasonably'.
