Oww! It does look like it is frowning. You say you found more Bondo, this is because you haven't done much body work yourselves? If you want to check for where bondo might be on any car is to use a magnet.

Really sorry to hear about the bus. To heck with Steve, he can be
replaced, is the bus ok? Just kidding. No it doesn't necessarily mean
bondo. A good metal man can straighten lots of really bad bends. Also,
the body metal on VWs usually works really good, soft and pliable, relative
to body metal. So I wouldn't worry about the straightening. Personally I
would prefer to straighten the nose rather than all the cutting necessary
for a new front clip.
