Ronnie at http://www.type2parts.com builds a highe torque 1835 for
splitties. You might want to TRY to reach him and talk about its possible
application in a Bay. Bays weigh more, that's one of the reasons VW went
with the type4 in the US market. They came with type1 motors everywhere
else right up until they quit building them last year. But "everywhere
else" was third world markets with speed limits below 50mph. No matter how
well built a type1 is you will probably never see the power in a bay that
even a 1700 type4 would give you. 

And, as Dan said, building a type1 to push a bus is going to run you right
on up toward the $3K range -- especially since you need a turnkey engine
complete with everything. Plus the proper cooling tin and the cutting and
welding you'll need to do to the engine bay to make it fit right ain't
gonna be cheap either.

There are probably no local shops that can do a type4, or are willing to.
this is one area where you'll probably have to go mail order. I went with
Jake Raby but he is EXPENSIVE and hard to work with -- and because of a
problem of my own making I am now scared to touch that motor because I know
how much I have in it. Others have been VERY pleased buying a short block
or long block type4 from "Boston Bob" at http://www.bostonengine.com/.
