I would try removing the plastic center of the steering wheel first and 
grounding the wire to make sure the horn is even working. I had to replace the 
horn on mine, it sits just below the front bumper on the passenger side and 
gets a lot of road crap thrown at it.

How hard is it to pull the steering wheel off to access that copper contact 
ring for the horn? Were do I start?

Maybe I'll just mount one of those squeeze-bulb type bicycle horns to the 
outside mirror.
