I don't really think that it would hurt the engine unless it was driven really hard for a long time.I have ran engines without them and have never had a problem. That's not to say that they were not necessary.

Thanks all for the advice. I just hope there wasn't too much damage
done. The push rod tubes all look perfectly shiny and the engine
doesn't leak oil so I'm guessing the "rebuild" wasn't done too many
miles ago.

I'm a silly woman. I shouldn't have bought the vehicle without being
able to really talk to the guy who had it. Oh well. This isn't my
first silly mistake.

It's not the end of the world but you can see it from where you are.
Remove the rocker arm assembly and the push rods. Then take out the
push rod tubes in question then replace them with the expandable
tubes and reassemble.
It's a pretty easy repair.

So is it the end of the world if one of my 1600 engines is missing
those pieces of tin that go over the push rod tubes? I have been told
that I can take out the middle two push rod tubes and put the pieces
of tin in and then replace the extracted push rod tubes with those
flexible push rod tubes. Is this my only option other than pulling
the heads and all of that?
