City Manager Rick Fernandez made several changes to his leadership team on
Monday, his first business day as the city's top administrator.





Fernandez, who officially replaced former City Manager Anita Favors
Thompson on Saturday, announced the revisions shortly before 8:30 this
morning. The changes take effect immediately.





The most important shift is promoting Reese Goad, the city's director of
utility services, into Fernandez's old position as assistant city manager
over utilities.





The city manager made several personnel changes to the city's public
transportation agency StarMetro. The adjustments are part of an ongoing
effort to make the service more efficient.





Terry Lowe, who heads the city's fleet operations, will now also lead
StarMetro. Angela Baldwin, who handled the administrative and financial
sections of fleet, will expand her duties over StarMetro as well.





Ivan Maldonado, the director of StarMetro, has been reassigned within the
department. He will now be in charge of Dial-A-Ride services.





Assistant to the city manager Michelle Bono, who also leads the city's
communications office, will be manager of strategic communications and
marketing for the Blueprint 2000 Intergovernmental Agency. She starts Dec.
14.





Fernandez said he did not know how the changes would impact salaries.
