I've never seen a rehearsal mark at the start of a score, but it is possible
to create one.

Adding rehearsal marks works in the same way as adding clefs, time
signatures, key signatures, etc.

If you just select one note, the item will be created at the first
appropriate position which comes after the note. In the case of rehearsal
marks, this will be at the next bar line. To put the item before the first
note, you must select a passage. In this case, the rehearsal mark will be
added immediately before the passage starts.

So, select the first bar by pressing Ctrl+Shift+A and then do Create >
Rehearsal Mark.
