1, Sibelius can certainly provide just about any scoring need.

2, I believe Sibelius comes with some scanning software, but be aware that 
music OCR is just as prone to error as literary.

Re your other questions:
1, Sibelius Access Jaws scripts work with current versions of Jaws versions 9 
and up. It is not necessary to use older versions of Jaws, they will not work.

2, We are currently using Sibelius version 5.25, but a new release of Sibelius 
Access scripts is right around the corner which will work with Sibelius 6.
It is my understanding that, if you purchase Sibelius 6, you be able to 
download version 5 and the necessary update patches, but someone else will have 
to address this for you, as I am not familiar with the process.

3, I personally think that the student should read the documentation and learn 
to work Sibelius that way. Perhaps, between the student's knowledge of music, 
and the instructor's knowledge of computers and software some success is to be 
had. Sibelius Access includes some specific instruction pertaining to how it 
works with Sibelius, and folks on this list are available to help.

4, Audio tutorials for Sibelius Access? I am not aware of any.

needs to know or will the client need to teach themselves?

With Sibelius Speaking, there were mp3s is there any similar stuff 
available?
