Once you have the file open in Sibelius 6, select the entire score. Then do all these things from the Layout menu, making sure the whole score is always selected. 1. Reset the note spacing (letter n) 2. Reset the space above the staff (letter v) 3. Reset the space below the staff (letter w) 4. Optimize the staff spacing (letter o) Executing all these things is not a guarantee of perfect spacing, because the options within staff optimization can get complex. But these things together offer a good place to start.
