An archived copy of it (somewhat dated, from 1996) can be found at http://www.repairfaq.org/ELE/F_Free_Spice.html . If you are looking for a free program to display the simulations you have already run, UNIX, Linux, and GNU are supposed to have various free plotting tools with excellent capabilities. I haven't used them.
