[SI-LIST] power supply load question

I am measuring if one of the off the shelf power supply our customer has
meets its ratings, I connect a electronic load @ 5V - resistive and it was
working upto the 20A that it was rated for, then I wanted to measure the 12V
which was rated for 10A but the power supply does not start if I have the
knob on resistive, it works only on inductive. 

Can someone tell me the why 1 voltage works with resistive and 1 with
inductive load only?
