It really depends on how the timing is be specified or used. That is, what measurement do you expect or what measurement does your timing analysis expect? Flight Time (I believe) as Intel defines it is the time from driver to receiver point. The test load simulation comes in when you are correlating this delay time to the CLK to Q or internal delay of the component (which is usually specified driving a test load). You only want to count the "driving the test load" once, thus the simulation into a test load.
