Sreekanth,
The best way to do this is to refer to the voltage impulse tables in IEC
60664-1 and determine the impulse rating required for your 1kV working
voltage.  Then divide the V/mil rating into that number.  

Simply dividing the 1000 volts by the V/mil rating of the prepreg is
risky at best because all electrical products experience voltage
impulses unless on a battery supply.

            For eg:- If I have 1KV in one  layer, what could be the
