You can't download it from the Cisco web.  It is an internal spec, and I 
believe we already have several vendors for the octal phy.  If Siemens is 
interested in becoming a vendor, you need to contact someone in one of the 
business unit interested in working with you, and get a copy of the spec 
from them after all the legal docs are in place.
