I'm surprised you care about partial breaks.  The reason they are hard =
to detect is because their effect is minimal.  I'm not sure a TDR would =
catch most of them.  Even X-ray or visual inspection would probably be =
prone to missing them.

On the other hand, if you wait for a more substantial failure (an open), =
they are much easier to test for and detect (by orders of magnitude, I =
would think).  Once a simple (and quick) continuity test identifies the =
open, TDR can be used to isolate the exact location of the open.  You =
might then be able to locate partial breaks (of adjacent traces, for =
instance) in that vicinity.

Am I missing something?
