[SI-LIST] Return Loss Management

Hi,
If I see that I am not meeting return loss targets on a certain link, is
there a logical list of checks that I can make on a forced-ranking basis?
Can someone please shed more light.
For example I check for impedance discontinuities, grounding, caps, etc, but
is there a relative order in which I should make those checks, and if so,
can someone put up an exhaustive list of stackup checks I should perform?
