Hello Benny--
You can extract a power plane (or power distribution network, a.k.a PDN) model 
from HyperLynx; you need to be using HyperLynx PI.

If you just want to view the PDN impedance, you can run a decoupling analysis 
(Simulate PI -> Analyze Decoupling).

If you want to extract a model, go to Export -> PDN Model.  
If you don't want the model in S-parameter format, in the Touchstone Viewer, 
select Convert -> To Fitted Poles and Convert -> Export Equivalent Circuit.


Customer support is very good at handling these types of questions.  Don't 
hesitate to contact support and/or your local AE.

I am Benny an SI novice.Can any one help how to extract RLC values for power 
plane. I have tried in Cadence and Hyperlynx but couldn't able to extract (even 
by removing voltage values assigned for the power nets). 
Do any other software like Ansoft or HFSS provide this?
