I found: http://www.vhdl.org/ibis/samples/

There appears to be one file that has 2 sets of rising/falling
waveforms and is complete:

http://www.vhdl.org/ibis/samples/ver4.1/cmos_3_state.ibs

However, this is also one of the few files that doesn't waive
copyright. Since it was generated for BIRD 75, I'm guessing that Bob
Ross wrote it. Any chance of getting clarification on the copyright or
lack thereof for this IBIS model?
