Hi Naresh,
                 The idea is to protect shielded net (victim net) from
the very next aggressor net. Now if you put VCC/VSS in between victim
and aggressor then that shield behave like a wall to protect strong
signal interference imposed by aggressor on victim. So if you put
VCC/VSS on both side of net then it is protected very well. Similarly if
you shield it in one side then net might be victimized from other side.
So in this case you won't gain some cross coupling capacitor on victim
net which will not change effective capacitance of the net.
                In case 4 i.e. higher spacing will decrease harmful
interfering signal strength on victim net. But in this case you are not
able to avoid cross coupling cap fully. You will have some cross
coupling cap which will increase effective cap of net.
